The Problem Corner #13

Not all rook and pawn endgames are draws. This week's problem features two rooks and a pesky h-pawn that comes through for White. White to move and win.

The Solution:

White wins with 1 h7! Rd1+ 2 Ke2 Rh1 3 Ra8! Rxh7 (else 4 h8=Q next) 4 Ra7+ and the skewer wins Black's rook.

The only way to draw is if the Black king is on a7 or b7 (to avoid the skewer) or is closer to White's pawn (to be able to capture it).
